Mobile flat-rate data plan for Russia

MTS, the largest cellular network operator in Russia and CIS, has made unlimited internet access available for all subscribers signed up to MTS Connect (meaning that this flat-rate can be use only with MTS branded USB-modem) data plan in all regions of Russian Federation.

Pavel Roitberg, product director, MTS, says: “As 3G networks, launched by MTS in 43 cities of Russia, are developing, mobile web access is becoming a bulk service among our subscribers […]”.

To use unlimited internet access, subscriber should sign up to “Byudgetnij Bezlimit” (“Budget unlimited”) and “Bezlimitnij Online” (“Unlimited Online”) services. Both services give 24/7 unlimited web access. Maximum data transfer rate for users of Byudgetnij Bezlimit is 128 Kb/sec, monthly user charge is at least 350 rubles depending on the region. Maximum data transfer rate for users of Bezlimitnij Online service is up to 512 Kb/sec, and monthly user charge is at least 345 rubles, depending on the region.

In case of exceeding the volume of uploaded and downloaded data during three sequential days:

“Byudgetnij Bezlimit” – to 1 Gb;
“Bezlimitnij Online” – to 3 Gb;

data upload/download rate (GPRS/EDGE/3G/HSDPA) can be limited to 64 Kb/sec for a fortnight period.
